She?? (we haven't discussed pronouns) THEY won't tell me where they are manufactured out of, but yes, for all intents and purposes, I'm talking to a Russian AI.

Singular They. Although I suppose they could be an it, but I hate doing that.

A stronger argument for Earth then- and Russia in particular. Once my cameras are complete, I'll have them start sweeping over Moscow. If we don't get any leads there, the abnormal weather patterns were said to be traced back to Siberia. Without any other information, they're the only places I can think to start looking.
